At Michael Hurley & Associates, our expertise stems from the unparalleled experience and dedication of our Director, Dr. Michael Hurley, an equine veterinary surgeon with over 30 years international experience. Michael’s leadership is the cornerstone of our commitment to excellence in the Thoroughbred industry.

Michael is a registered veterinary surgeon in New Zealand, Australia, Hong Kong, and the United Kingdom. A graduate of Massey University in New Zealand, he has worked alongside leading Thoroughbred trainers and breeders worldwide.

His career has taken him to Newmarket in the UK, Coolmore in Ireland, Riyadh in Saudi Arabia, and Hong Kong, where he has gained extensive experience in equine veterinary care. Michael is also a Full Member of the Hong Kong Jockey Club.

In 2021, his first horse, Dragon Baby (E098), won on debut at Sha Tin Racecourse for Trainer John Size.

Michael's journey includes prominent positions such as:


  • Private Veterinary Surgeon for HRH Prince Ahmad bin Salman bin Abdul Aziz's Thoroughbred Corporation in Saudi Arabia.
  • Deputy Head of the Veterinary Clinical Services Department at the Hong Kong Jockey Club.
  • Equine Anaesthetist for the 2008 Beijing Olympics 
  • Cross-country emergency response team at the 2010 Asian Games in Guangzhou, China


Throughout his career, Michael has worked closely with many elite Thoroughbred racehorses including Hong Kong Derby winners Vital King, Fay Fay and Luger and champion Hong Kong milers and sprinters such Glorious Days, Entrapment and Aerovelocity.


Michael’s areas of interest and expertise include:


  • Prepurchase examinations and vet checks for elite equine athletes
  • Thoroughbred racehorse management and medicine
  • The international movement and air transport of horses
  • Equine biosecurity and quarantine
  • Thoroughbred industry bloodstock Insurance 
  • The Chinese Horse Racing Industry


Michael has contributed to equine research and learning through presentations at conferences and the publication of research in scientific journals::


  • Presentations at International Equine Conferences in countries including New Zealand, Hong Kong, China, India, Hungary, and Mexico.
  • Teaching Veterinary students at the Inner Mongolian Agricultural University in Mainland China.

Horses vetted by Michael have won more than 300 races in Hong Kong, have competed in over 100 Group Races and have total earnings in excess of half a billion Hong Kong Dollars.


Race Day Starter Tony McGovern about to start a Group One race on Hong Kong International Race Day

Tony McGovern MNZM Racing Analyst

Tony has been involved in the Thoroughbred industry for over five decades, primarily as a Race Day Starter. 

From 1990 as Chief Starter for New Zealand Thoroughbred Racing, Tony officiated at all race meetings in the upper North Island, regularly overseeing the starts of New Zealand’s Premier Group One races such as the NZ Derby, Auckland Cup and Railway Stakes. In 2003 Tony was headhunted by the Hong Kong Jockey Club and relocated to Hong Kong where he held the position of Chief Starter for 13 years. 

Since returning to New Zealand in 2017 he continues to officiate at the start for the Avondale Jockey Club, Auckland Thoroughbred Racing, and the Whangarei Racing Club. 

Tony joined Michael Hurley & Associates in 2017 as a Racing Analyst and regularly assists with the pre-purchase examinations for horses being exported to Hong Kong. 

In 2024, Tony was made a Member of the New Zealand Order of Merit in the King's Birthday Honours list for his services to the racing industry.
